A proposal for the Environmental and Energy Plan of Spina 3

The study of the energy system and, more in
general, of the subservices for Spina 3 regarded a large urban area
within Torino boundaries, already part of an Urban Regeneration
Plan. The global renovation context (including buildings and
traffic), together with the availability of local resources which
seemed to be clever to exploit, both for their energy content and
the environmental value, suggested to introduce this study into a
wider framework with the peculiarities of a real Environmental and
Energy Plan.
In the plan: :
- the general objectives were highlighted. They are coherent with the development policy of the city;
- the contents and the consequent proposals which constitute the guidelines for the area design were elaborated;
- the tools and the procedures to ensure the quality control of the whole realisation process for the relevant subsystems were defined.
Some indications on the architectural
quality of the functional elements needed for the link between the
underground spaces for public use (parking lots, recreational
spaces, etc.) and some particular surface areas (such as the public
park) were provided. Some thoughts and proposals on these elements
(accesses, light pipes, ventilation grids, pedestrian boardwalks)
were provided in a separate document.
In synthesis, the environmental and energy plan contained proposals
on the following topics:
- the valorisation of local resources
- the reduction of energy consumption from fossil fuels
- the realisation of systems and infrastructures
- the adoption of material for the new buildings
- the remediation and regeneration of the soil and the water reservoirs
- the management of the construction site of Spina 3 and of the other areas which have to undergo the regeneration interventions.
